       Starting actor Daniel Graig who gives life to the secret agent of the British government, as well as by Olga Kurylenko, the plot includes exciting scenes filmed in the desert area of San Felipe, including air combat in the mountainous region. Oscar Escobedo Carignan, Baja California’s Secretary of State for Tourism , mentioned that the international exposure of Baja California is a great advertising value, since just this past weekend  this movie was seen by more that 9 million people.

       Moreover he added, something very important is that this film is viewed throughout the film industry, where the locations are analyzed in detail and therefore represent a great opportunity for promotion to attract other productions.

    Can Baja continue to subsidize a good portion of San Diegans medical needs? 2008-12-05 http://www.mybajaguide.com/eng/detail-news.php?news=131 Numerous economic sectors in Baja are experiencing a paralysis of fear, especially in the medical sector, which has recently seen several kidnappings of high-profile specialists in Tijuana. Rumors persist the highly sophisticated drug cartels have recognized kidnapping as a high-yield activity. They are well financed, organized and act with brutal military precision.

    Unlike many other successful professionals who move to San Diego and manage their Tijuana business from here, doctors must personally attend to their patients. The regularity in their schedules makes them vulnerable to kidnappers.

    Doctors are well aware they are targets. But the press on both sides of the border have magnified the danger and fear has filtered into the ranks of active and potential patients, causing them to postpone treatment.

    Unlike vacationers or pleasure visitors, most of those who cross the border for care — whether for a toothache or illness — have limited choices. Most are among the estimated 7 million Californians without medical insurance. They can, however, afford care in Baja.

    The topic of medical care in Baja has been a hot one for The Baja Connection, a radio program I host each evening from 4 p.m. to 5 p.m. on KOOL 1040-AM and online at TheBajaConnection.com. Recent guests have included leading Tijuana doctors and health provider servers Blue Shield and SYMNSA. Both providers offer steeply discounted insurance plans for Californians to access medical care in Baja.

    Blue Shield promotes Access Baja, a group HMO insurance plan offered in San Diego County for care received by licensed medical providers in Baja. SYMNSA also is an HMO. Blue Shield contracts with providers in Baja while SYMNSA runs its own health care centers there.

    Savings can be considerable. For instance, the premium for a family of four having HMO medical insurance in California can reach $1,000 per month. SYMNSA, which has 20,000 insured members in California, charges about $400. (Blue Shield did not disclose membership numbers or premium rates for Access Baja.)

    In group insurance, the employer typically pays 50 percent to 75 percent of the premium for the employee and varying percentages for the employee’s dependents. It would be common with a $1,000 premium for half to be paid by the company and the rest by the employee. That works out to $2.90 an hour for an employee who works the 172 hours in an average month and the same for the employer.

    For many workers, the burden of this is simply too great and they choose to do without the insurance, using the $2.90 an hour for living expenses.

    The Baja option, at half the cost and usually with lower or no co-pays, thus becomes more attractive. Dental care insurance savings are similar under Baja plans offered by Delta Dental, Aetna and others.

    This amounts to a great medical subsidy to California taxpayers. How so? It is quite simple. Based on 2007 numbers, more than 300,000 people a year cross the border to access medical services in Baja. In many cases, the only other option would be showing up at an emergency room in California where care is mandatory and the hospitals (taxpayers) usually get stuck with the bill. That bill likely is much higher than it would have been had the patient earlier had access to affordable care.

    The fear is this crucial health care relief system for California is being jeopardized by patients who no longer will visit their doctors in Tijuana, Rosarito, Ensenada and Tecate. The doctors and the patients need each other, and San Diego and California need that relationship to continue to grow.

    Roosterfish and more on tap at Baja California Sur Rancho Leonero Resort 2008-12-04 http://www.mybajaguide.com/eng/detail-news.php?news=130 It's the windy season in Baja California Sur's East Cape region, which means few guests and more free time for hotel employees.
    Pictured is Gary Barnes-Webb, an executive at Rancho Leonero Resort, with a 52-pound roosterfish he caught and released last week while fishing with live bait from the beach.
    "He has been catching them daily for the last week right in front of the hotel," said John Ireland, owner of the sleepy resort, which sits on a bluff overlooking the Sea of Cortez and a long reef that often teems with large roosters and other marauding game fish.
    Ireland has been sending out an average of three boats per day, and guests have been catching lots of dorado, some wahoo and an occasional marlin or sailfish.
    Closer to shore is much better fishing for sierra and roosterfish, which are mixed with schools of large jack crevalle.
    As for the dreaded north wind, it tends to blow only when there's a high-pressure, Santa Ana condition in Southern California. On days when the wind doesn't blow, the Sea of Cortez is flat and daytime air temperatures are in the 80s.
    To be sure, traveling to the East Cape in the winter is a gamble, but it's one that often pays off.

    The Monumental was filled to capacity; this was one of the most comprehensive and successful events that has taken in Tijuana this year despite the storms.      The topic of our conversation was China in relation to Mexico and specifically with Baja California. By way of background, Mauricio explained he has visited China on a number of occasions dating back to the early 1970s. He has witnessed the tremendous transformation the country has been through and has now placed itself as a major player in the global economy, be it selling, buying and foreign investment.

     In the years of transformation the Chinese became experts at building cities from scratch, developing their own brands of automobiles, which we in the US have never heard about, but are huge sellers in their own economy.
     

     They have gone from being a low-cost labor assembly source for off shore production for companies from Japan, South Korea, U.S. and Europe to now producing many of their own brands. In the process becoming the largest
    world producers of such items as televisions and numerous other products.
    Competing for off-shore manufacturing/assembly plants (known as Maquiladoras in Mexico), the Chinese handed Mexico its lunch. Labor and overhead costs in China were substantially lower than in Mexico.


     This resulted in the exodus of several hundred companies relocating in China, many of them from Baja California.

     Baja California felt the effects, but did not panic. They instead decided it was time for the state to discontinue pursuing low labor paying maquiladoras rather move forward pursuing higher tech, better paying companies.

     To facilitate this step into the future, academic institutions have been playing an important role by designing courses of study recommended by high tech industries. The efforts are beginning to pay off in Tijuana, Ensenada
    and Mexicali.

     And here is where China comes in to the picture by way of Mauricio Monroy.Mauricio relates the high interest of Chinese television manufacturers to locate in Baja with Tijuana as first choice.

     It seems that the chemicals in Plasma television are susceptible to ocean movement during shipment creating unusable sets on arrival at destination, and the trend for all televisions is bigger sets taking more space reducing
    the number of sets per shipping container, thus transportation costs are rapidly increasing.

     Add to the above costs, wages are climbing in China, though not to significant levels; floating inventory costs; wait time for unloading at busy ports and high port costs. So it makes sense to invest in manufacturing facilities
    immediately next door to China’s biggest market the U.S.. And if you know Mauricio, Chinese business leaders got the point.

     The next level of investment in Baja is automobile manufacturing. As Mauricio explained during our radio interview, there are no less than four major Chinese car manufacturers putting out small but not tiny, fuel efficient
    and well built and sturdy cars.

     The San Diego business community might remember a few months back it was announced that the Chinese car manufacturer had decided against a start up in Tijuana. Many, including myself, thought this was due to the non-
    stop rehashing of old mixed with new media reports on the war against drug traffickers.

     Mauricio explained this was not the reason, as the international business community is better informed than most reporters who themselves and their editors have a tendency to sensationalize news events. They are aware that
    Tijuana sprawls over 400 square miles and locations of the conflicts.

     The reason why the Chinese car manufacturer pulled out was because they were coming in with a partner and it turned out to be the wrong partner. They will be coming in without partners. So car manufacturing seems to loom
    in Tijuana’s future.

     What also caught my attention was the part about China having great expertise in building cities from scratch. I asked, and Mauricio explained that they have built cities that now have over a million people.

      It caught my attention because of former Baja governor Ernesto Ruffo’s promotion of Punta Colonet in the Ensenada municipality but some distance south of the Ensenada Port. Ruffo’s project calls for the building of a major cargo sea port with rail service (up to 4 tracks in time) to Mexicali/San Luis del Rio Colorado.

       From there shipping to the US or interior of Mexico. I asked, if there was a play there with China?

       Mauricio`s answer - the world’s largest port container operator,Hutchinson, is based in Hong Kong, so the Chinese have access to them. And Ruffo’s vision includes the necessity of building an entire city as none exists
    there now with major investment needed.

       Where does San Diego fit into this future? Mauricio said it best – both sides have to realize that we are one region in two different countries. We need to join forces and act as one to attract the best companies wherein both sides
    can participate, but as equal partners.

       Well, we do a lot of talking about doing this and that we are already doing it, but somehow we never seem to get it all together as one team. Maybe it’s the part about “equal partners” that holds us back.

    Secretary of State for Tourism, mayors, and tourist representatives in Tijuana, Ensenada and Playas de Rosarito,

          The low tourist numbers and economic fall today suffered by cities like Tijuana and Playas de Rosarito is due to the climate of violence; a product of the confrontation between organized crime gangs, the magnification of these
    facts by some of the California media, and the economic crisis facing the United States, a country that provides the largest number of visitors.
    In the productive meeting held in Rosarito, Mayor Hugo Torres Chabert proposed to assess the tourism and economic situation facing the region, and then hear the proposed solutions for all attendees, which are integrated
    into the following groups:

          1. Support COTUCO of Tijuana to expedite the implementation of quick crossing for the American tourist who
    after staying at a hotel in Baja California, can easily and quickly return to their place of origin.

          2. The COTUCO of each city reached a consensus on a proposal for the name that will be used for marketing to
    promote real estate development in the area of Baja California Coast (Tijuana, Rosarito and Ensenada). A strong
    media campaign in the California communication media offering the following: Costa Amiga; Baja Gold Coast, and Baja Coast.

         3. Perform a strong media and public relations campaign, led by SECTUR (referring to the coastal corridor as: a)
    Costa Amiga b) Low Gold Coast or c) Retired Coast) in the United States, to counter negative campaigning from
    California media, and, at the same time promoting the calendar of cultural and sporting events offered by Baja California.

        4. BANOBRAS to deliver a document requesting improvements to the Tijuana-Ensenada Scenic road, rehabilitating infrastructure such as handrails, bridges, lighting, signage, and phones, in addition to publicizing the work of the
    Federal Preventive Police and the Green Angels, who SECTUR coordinates, to promote this stretch road as a safe and practical road touring the Coast Area of the state.

       5. Look for more facilities for U.S. public transport, supporting the management of the Secretary of State for
    Tourism of minivans, limousines, or buses carrying fewer than 25 tourists, not to continue impediments to
    crossing the border into Baja California. Since this is a convenient option for many Americans who do not have cars or who do not want to cross the border driving.

       6. The Tourism Department of State undertook to provide a crisis management course to attendees of the next meeting which was recently received by his staff in Mexico City.

       7. To appeal to the managers of the local media inviting them to join in this effort with the private sector and
    governmental entities in order to change the image of Baja California, seeking the least impact on the country from news of violent events, in that this information is often recirculated and magnified within media sources used by Californians.

       8. Organizing the visit of journalists, wholesalers, travel agents as well as American hotel concierges who give information on tourist destinations, to make them aware of the tourist attractions offered by the Tijuana-and
    Rosarito-Ensenada corridor find that tourism is not in danger in Baja California, since the high-impact events are the result of the war between the gangs.

       9. Request that all of the 2% Lodging Tax (ISH) the State Government currently holds to be returned in full to trusts in the municipalities to support the promotion and tourism infrastructure, as it is now only returns 70%.

      10. Create a distinguished visiting card of the Amiga or Costa Baja Gold Coast or Baja Coast, delivered by SECTUR and endorsed by the Governor of the State, according to the name you choose.

      11. Promote that the Tijuana-Ensenada Scenic Road should be run directly by the state government in order to attract more resources for infrastructure improvement; and that on this stretch of highway, and in addition, seek
    the eventual disappearance of the first collection booth located at the exit Tijuana. Promote consideration of the magnitude of the Convention Center which is already built on the margin of this road; which will diversify tourism options hosting events having international standing.

      12. Exploring patterns of broader cooperation with Sister Cities of Tijuana, Playas de Rosarito and Ensenada in order to realize exchanges and build on the alliances that serve to promote the attractions of Baja California and reverse the negative campaigns that spread fear among the Americans residents.

          The meeting was also attended by, Laura Wong, chairman of the local Committee of Tourism & Conventions (COTUCO) Armando Carrasco, the promoter Too Much Fun; Nico Saad and Jean Loup Bitterlin, of the Hotel Association of Ensenada, and Normando Novelo and Felizardo Palacios, president and director of Proturismo

    There is a restaurant that has been distinguished for it’s lengthy history and to now the restaurant you need to consume salads in this country. The name of this place is Caesar’s  Restaurant  located at Revolution Avenue in Tijuana Baja California, their specialty is the famous  Caesar’s Salad  in fact it’s been known that in this place  this popular salad was born in 1924.

    Jorge Chavez is the manager of the Restaurant and the person responsible to maintain the prestige and the legend; after a waiter prepared one of those famous salads in front of us, Chavez started to defend the art of their Cuisine.

     A table full of tourist Chavez offer two beers for the price of one, but no one asked about consuming the famous salads.

    Bad information has been given to people, said Chavez when the group of people left the restaurant, We use contaminated water to wash our ingredients, who can do this, we cant affect our own clients it’s absurd.

    Chavez know the history of this salad from start to bottom. In 1924 Caesar Cardini a Italian immigrant that administrated a restaurant in a luxurious zone of Tijuana, one day he was found one day with very few ingredients to prepare a dish for a group of hungry clients.

    The History tells Cardini  put in a Jar some lettuces, some garlic, and  pieces of bread and the Cesar’s Salad was born.

    Still there are a lot disagreements behind this story.
    Rumors surface that he was the chef of the restaurant, or was Alex the brother of Cesar who invented this dish.

     But everybody is in tune that the Cesar Salad was born in Tijuana. Or its been this city that have gain most of the Fame

    The legend Julia Child, pioneer of a lot of chefs in the world, writing in one of her books, “One of the most enjoyable memories was to visit a restaurant in Tijuana 1925 we where treated like kings at the Cesar Restaurant.

    Child remembers that the one and only Cardini came by and stop at their table and prepare the salads that made the dressing with eggs.

    In Fact the eggs are some of the principal ingredients of the salad, that it is serve with a wood bowl. Other ingredients are olive oil, anchovies, garlic, mustard, Worcestershire sauce, parmesan cheese,   peppers, and white wine mix with vinegar.

    Chavez specifies that each ingredient , specialty the lettuce leaves are carefully washed  and purified to eliminate the possible germs. That means there is no risk he said.

     Some of our ingredients are imported, but is the hands of Mexicans that prepare this salads he explains.

     The mayor concern of the restaurant he explains is they are not receiving a  lot of customers. The tourism is one of  the principal sources  of income in Tijuana, despite numerous factors , including the high numbers in crime, the city is not receiving  a lot of visitors.

     The Restaurant has been thru rough times. In the 1990’s it saw the need to close, and the returning later on.

     A lot of bad tings are being said of Tijuana said Chavez but all of us here we live proudly in our city.

    “We’re very proud of this new addition,” said Ms. Torres. “Not only does it provide the option of ownership for the first time in the hotel’s history, it also greatly expands the lodging opportunities and amenities available to our guests.”

    Added Mr. Talwar, “We were very pleased to complete this project on time, while maintaining the highest construction standards and a commitment to be earth friendly and energy efficient. At the same time, we were able to maintain a high level of sales.”

    The condo-hotel project, also know as the Pacifico Tower, joins two other towers at the seaside resort.

    One-bedroom to three-bedroom penthouse suites are offered for purchase at prices ranging from the high $100’s to $600,000. Owners have the option of placing their suites in a rental program when not in use, under a 50-50 revenue split with the hotel.

    The condo-hotel Pacifico Tower feature a rooftop infinity pool plus another at ground level, poolside bars, a billiard room with bar, gymnasium and its own concierge. A rooftop restaurant with a panoramic views of the city and sea is planned.

    All suites are fully furnished in contemporary Mexican décor, with original art from leading local painters.

    In addition, owners and guests have access to all amenities of the legendary and historic hotel, including casual and gourmet restaurants, the elegant Casa Playa Spa, bars and entertainment.

    Tiger Woods had everything but a red carpet on Tuesday October 6 2008.
    There was mystery surrounding the reason for his scheduled news conference. There was security. It was held in a swanky meeting room at the Hotel Bel-Air with large picture frames and big-screen televisions.

    Woods was there in a sleek, dark gray suit with a black shirt and no tie. When he entered the room, everything went silent.

    All this was just the buildup to announce Woods' first ocean-front golf course design project in Mexico. If this is just the hype before the course, imagine what "Punta Brava" will be like when it's complete.

    "Punta Brava," meaning wild point, is Tiger's ocean and golf club located on the tip of a peninsula in Ensenada, which is about 65 miles south of San Diego. The project comes with an estimated price tag of at least $100 million, although it's still in the design phase.

    The Punta Brava will include a golf course, 40 estate lots, 80 villas and a hotel.
    In the marketing promo for the golf course, it begins with this phrase "a spirit rises from the Ocean" and Woods is standing near the edge of a cliff that overlooks the water.

    "Every single hole, whether you're watching from the tee, fairway or green, you can see the ocean," Woods said while using a pointer to highlight areas on a large course map. "This is a fun course. The impression I want as people leave is that this is something they want to experience again."

    course features eight shots that golfers must hit over the Pacific Ocean. The 6,853-yard, par-72 course called "Al Ruwaya" (meaning serenity) will fit the land. Tiger Woods Design has partnered with the Flagship Group and Red McCombs, the former owner of the San Antonio Spurs  and Minnesota Vikings, who is providing capital for the project.

    McCombs wasn't sure about the project until he heard Woods was involved.
    "I said forget it," McCombs said. "It's over. I'm in. I've always been passionate about people who are the best at what they do."

    The Flagship Group found the site, then called Woods to see if he'd like to design the course. Woods was first scheduled to check out the Ensenada site on June 16, the day after the U.S. Open was scheduled to be completed at Torrey Pines.

    "The way it was supposed to work was I was supposed to be on site on Monday, but I was a little busy," Woods said laughing.

    Woods walked the site in Ensenada for 3 hours, then had surgery on his left knee a week later. Woods isn't scheduled to return to playing golf until 2009. He walked up to the press conference table with no visible limp.

    He seems to be enjoying this new venture in his life. This is his third golf course project, with the others in Dubai and North Carolina. Asked how many possible sites he's turned down, Woods responded that 12 was on the conservative side.

    "It takes experience," Woods said of learning the business. "That's one of the reasons I wanted to make sure I played on every continent before I got involved in this business. I didn't get to play on Antarctica. I didn't get to play a four-ball there.

    "That's one of my philosophies. I promised myself when I got into the game, that before I ever envisioned going into this type of arena, I owed it to myself and every person I got involved with that I play and get as much experience as I possibly could. I feel I've learned a lot. You learn on the fly as you go, but you also bring in all of your experiences. That's one of the reasons Jack (Nicklaus) is so successful."

    Construction on the course is scheduled to begin in 2009 and completion is set for 2011.

    Accompanied by the organizers of Entijuanarte 2008 and authorities of the three branches of government, Cuevas toured one by one through more than 100 cubicles that house the most important works of each artist.

    The master painter took time to greet, sign autographs and take pictures with artists and spectators, with children and adults.

    Entijuanarte festival  is the center meeting point of artistic expressions, in a society in need of recreation spaces for free expression and creative ideas, where they  share and exchange.

    Tijuana B.C.  A night that the organizers of Entijuanarte 2008, prevent for a private ceremony of pre-inauguration between the special guest and artist exhibitors, highlighted  by the presence of  International famous painter Jose Luis Cuevas.

    All was preparation on  Friday October 3rd  dozens of friends parading, onlookers, and invited guests,  122 exhibit booths, where all busy checking last minute efforts for the event.

    Artist locating art pieces, support personal and organizers  tuning up the last minute details , everything  was ready and when the night started, the raised area of the Tijuana Cultural Center  was glowing of Tijuana people ready to be part of  of the history of the fourth edition Entijuanarte 08.

    On the principal set a figure appeared Luis Eduardo Cantua  as he announced the program to been seen this evening, welcomed everyone how attended the pre- inauguration,  and invited on stage  organizer and director of Entijuanarte  Julio Rodriguez.

    And was the stellar moment that cultivated the beginning of the night, Ochoa made a trip to the different decades that have written the history of the special invited guest of Entijuanarte 2008, Master painter Jose Luis Cuevas.

               Today ticket sales begin for the historic exhibit of the 18 mommies of Guanajuato, that will be installed at El Foro the late Jai Alai in Tijuana B. C.

               The Exhibit name (The itinerant sample of the museum for the mommies of Guanajuato) will be held between October 12 thru November 12 at El Foro, located  at  Revolution Avenue, between seven and  eight street downtown Tijuana (formerly Jai Alai building).

                The exhibit will be opened to the public  Monday thru Sunday from 9:00AM to 8:00PM.The  General admission will pay be,$45MN pesos adults, Kids $20MN pesos, but  students, teachers or adult Seniors and disable people will be charge $5MN pesos.

                California residents can come and visit the exhibit of the 18 mommies, they can consider that transportation from San Ysidro   will cost $5dlls round trip from the border to El Foro.

                 The tickets can be purchase at the Government Palace Treasury and at  the local delegations of the city. 

                 The touring exhibit  at El Foro, is prepared with special preservation equipment special lighting and  temperature required for the preservation of the mommies.

                A bit of History:

               With almost 150 years of history, the mommies of Guanajuato have became a part of the Mexican Culture and Traditions. On 1865 the first recorded extraction was performed on a mummified body that was lying at the grave yards of Santa Paula.    

                As years passed, other body’s of the same conditions where found as the fist one on the same position that they were resting. Currently there  are more than a hundred mommies have added form such great collection to the museum, that this exhibit was created to honor  the mommies.

          Oscar Escobedo, Secretary  of tourism for the State, expressed  that has been a  comitment with the organizers of the bike ride, that next year the tradition can continue.

         We did a commitment with the organizers and we ask what is the principal reason  they wanted to leave this event  and  they argue that they invest 200 thousand dollars in promotion to this event  so they can guarantee 7 thousand people o more, commented the state official.

          We arrange that with each dollar they put on the international market, we will put a dollar to promote the event and with each peso that put on the national market we will put a peso into it. This means that in case they put 200 thousand dollars it goes to 300 thousand dollars to promotion and in case of 6 thousand participants it will increase to 8 thousand people he mentioned.

           He also considered  that each foreign cyclist that comes and invest at the Bike Ride spends between 400 and 500 dollars. For that being that the regional economy of Baja California increase around 3 million dollars for each establish event.

    Bike Ride Rosarito- Enenada Overcomes Expectations. 2008-09-30 http://www.mybajaguide.com/eng/detail-news.php?news=108          Overcoming expectations on the number of participants, the 2008 Rosarito-Enesada Bike Ride autumn edition was a success.

             Preparations started at 5:00AM on Saturday for the start of the race at the Rosarito Beach Hotel, and few hours later the participants started to arrive to surpass our  expectations, to exceed 6 thousand registrations for the race, thousand more than were contemplated.

              Just After 10:00AM the start of the race began, the starting flag was waved, with participants of different ages, and different nations like Australia, Japan, Spain United States and Mexico.

              The Starting Flag was wave by the mayor of Rosarito Hugo Torres, and the Secretary of Tourism of the State Oscar Escobedo, who wished this race can be made next year, that has been a grand tradition not only on the two cities but the whole state of Baja California.

              We are convinced that this bike races can’t be terminated, we need to find the formula to make it happen, with our preference on the same organizers, supporting them more on there requirements, because this is and event that has been established for so many years , said the mayor Torres.

    For Nick Titch and Brian Wayne, cyclist of 28 and 32 years old, respectively from Huntington Beach California, is a shame that maybe this race was the last one that they participate.

      Is a Fantastic event, this is the second time we participate on the Roarito- Ensenada Bike Ride and is a shame that maybe it is disappearing. The truth is the aspect of security on the city, and has not affected us because we have not had any incidents or problems of security at this point but it is a concern, Wayne said.

         The Study of regional competitive of CIDE, evaluates several factors of the cities like the economic title, employment growth, quality of life in the population, public security, plus more factors, that Tijuana grow  two positions, that in 2003 was place the eight position and on the closing year in 2007 was place the sixth position of all Mexico.

    Guess Who's Coming to Baja? 2008-09-04 http://www.mybajaguide.com/eng/detail-news.php?news=102 Chinese may bring televisions, cars and maybe a new city, port and railroad when it comes to matters of international taxation, investment and business in Baja California, Mauricio Monroy, the managing partner of Deloitte Touche’s office in Tijuana, is without peer. And he is convinced the next wave of Baja development is on its way, sponsored by China.

     Monroy shared his observations as a guest on The Baja Connection, airing at 6p.m. weekdays on Kool 1040 AM. As a regular visitor to China over many years, he has witnessed the tremendous transformation of the country into a major player in the global economy.

    The Chinese became experts at building cities and industries from scratch.

    Chinese automobile brands, which are not heard of in the

    United States, are huge sellers. China is now producing many of its own brands. It has become the world’s largest producer of televisions, among other products.

    In years past, competing for off-shore manufacturing and assembly work (known as maquiladoras in Mexico), the Chinese handed Baja and other Mexican states their lunch. Labor and overhead costs in China were substantially lower.

    This resulted in the exodus of several hundred companies relocating inChina, many of them from Baja.

    While Baja California felt the effects, it did not panic. Instead, its economic development officials decided it was time for the state to discontinue pursuing low-wage maquiladoras for high-tech, better paying sectors.

    Academic institutions are playing an important role in this move by designing courses of study recommended by high-tech industries. The efforts are beginning to pay off in Tijuana, Ensenada and Mexicali.

    Monroy has visited China four times since 2007, and is scheduled for another visit next month. 

    He has found that Chinese television manufacturers are highly interested in locating in Baja withTijuana as first choice. It seems the chemicals in flat screen plasma televisions are susceptible to ocean movement during shipment, creating unusable sets on arrival at the destination. And with plasma and HD television, the trend is for bigger sets requiring more space and thus reducing the number of sets per shipping container. Transportation costs per set are rapidly increasing.

    It makes sense for China to invest in manufacturing facilities next door to the United States, its biggest market.

    The next level of China’s investment in Baja is automobile manufacturing. Monroy says there are no fewer than four major Chinese car manufacturers putting out small, fuel-efficient, well-built cars.

     After a Chinese car manufacturer decided earlier this year not to open a plant in Tijuana, some feared it was because of the Mexican drug wars. Not so, says Monroy. He believes the manufacturer pulled out because it was not satisfied with the company it was going to partner with in the venture.

     Monroy says the Chinese have built new cities that have populations in excess of a million. The city building expertise is especially interesting in context with former Baja governor Ernesto Ruffo’s promotion of Punta Colonet in the Ensenada municipality but some distance south of the existing Ensenada Port.

    Ruffo’s project calls for the building of a major cargo seaport with rail service (up to four tracks) to Mexicali/San Luis Rio Colorado. From there goods can be shipped to the United States or interior of Mexico.

     Is there a play there with China, I asked? Monroy answered by noting the world’s largest port container operator, Hutchison, is based in Hong Kong. And Ruffo’s vision necessitates building an entire city where none now exists.

    Where does San Diego fit into this future? Monroy says it best: Both sides must realize we are one region in two different countries. We need to join forces and act as one to attract the best companies as equal partners.

    His recommendation reminds me that we do a lot of talking and some doing, but somehow we never seem to get it all together as one team. Maybe it’s the part about “equal partners” that holds us back.

    7th Annual Home and Furniture Expo of Rosarito Beach 2008-08-21 http://www.mybajaguide.com/eng/detail-news.php?news=98 ROSARITO BEACH, BAJA CALIFORNIA--- It is time again for the annual Rosarito Beach Home and Furniture Expo, one of the most well received and attended events of its kind.

    This year’s offering is the seventh in a series of successful expos that have consistently attracted thousands of visitors from both sides of the border and will feature fine hand-made furniture, wrought iron pieces, flooring and accessories.

    Original works of art by members of Rosarito’s thriving artist community also will be displayed. For decades, Rosarito has been famous for the high quality and originality of its finely crafted furniture, tile, glass work, metal sculpture and other crafts.

    The excellence of its artisans is part of what attracts the more than one million visitors per year to the seaside community in Baja 30 miles south of downtown San Diego.

    “In Rosarito, furniture making is an art,” said Juan Bosco, president of AFAMARO, Rosarito’s home furnishing association, which sponsors the event.

    Many of the area’s artisans and craftsmen were employed by Fox Studios when the movie “Titanic” was filmed here in the 1990s, making key contributions to the Academy Award-winning film.

    Area real estate offerings will also be showcased at the expo as Baja’s Gold Coast, the coastal area from Tijuana to Ensenada, has become home to a real estate boom as thousands of Americans are buying oceanfront condos and houses.

    The real estate boom has also benefited local craftsmen and artists, as many of the new home buyers furnish and decorate their homes with local art, furniture and accessories.

    As part of the four day expo there will be a tequila exhibit where 15 different brands of the traditional Mexican drink will be featured and on Sunday, the final day of the expo, from 1 p.m. to 4 p.m. the event will expand to include a Steak and Lobster Festival.

    And from the 5th to the 7th there will be the Baron Balche Wine Tasting Tours to the nearby Guadalupe Valley, one of the most emerging and respected wine regions in the world.

Official sources have informed.

    Mexico’s reflects incomes of 6.204 million dollars, said the secretary (minister) of tourism Rodolfo Elizondo, in his public address.

    During this Period, the number of visitors to Mexico was approximately 9.5 million of foreign Tourists a 4.3 % increase of 2007.

    Mr. Elizondo assess this numbers confirm that the activity has not been affected by the rapid, economic slowdown of the United States.

    Neither the high cost of the gas and diesel, used by airlines, and other factors that influence hard in the economy, not only in our country but in the whole world, he stated.

    Mean while tourism flow from the north Americans that cross the border to shop and return immediate to their country, has increase a 5.7 % in number of people during the first five months of the year, to reach nearly 6 million people.

    The average spending per tourists in this type of visitors was by 881.7 dollars, this means 4.4% more than 2007.

    5th Annual Rosarito Beach Harley Run for Children of Baja Is This Saturday 2008-07-24 http://www.mybajaguide.com/eng/detail-news.php?news=96 ROSARITO BEACH, BAJA CALIFORNIA. It wouldn’t be summer in Rosarito Beach without the annual Rosarito Beach Harley Run, a benefit ride for the children of Baja, Mexico.

    The organizers, Martin and Sonia Resendez, started it in 2003 with their first Harley Run attracting about 100 bikers. This year’s expected 1,000 riders will travel from the Otay border crossing to their final destination at Papas & Beer, co-sponsor of this event.

    Last year, the Rosarito Harley Run donated six truckloads of much needed clothing, shoes, toys, school supplies, and hygiene products for children and disadvantaged families.

    The donations are collected and dispersed by Rosarito’s DIF, Desarrollo Integral de la Familia. DIF is a well known organization run by the governor’s and mayor’s wives in all cities of Mexico.

    DIF provides shelter, food, clothing, medical, social services and much other assistance to children and families in need. Last year, the Governor’s wife participated in the distribution of the Harley Run donations to the many children and families who showed up to the event.

    “This is a significant event for our city because of all the good that is done from their generous donations,” said Rosarito Beach Mayor Hugo Torres.

    The Harley Run has grown every year in number of participants and donations and this year’s Run has riders traveling from as far away as Florida, New York, Arizona, Mazatlan, Guadalajara and Mexico City.

    “We greatly appreciate the contribution members of this group make to needy children and families,” said Rosarito ConVis President Laura Wong.

    The U.S. government is now accepting applications for a wallet sized passport card (PASS card) meant to be cheaper and more convenient for U.S. travelers. They expect to begin sending the cards out as early as the summer of 2008.

    Thanks to this newly signed amendment, the U.S. government will share PASS card technology with the Mexican and Canadian governments to assure a streamlined process for travelers on both sides of U.S. border crossings and guarantee that the new card system meets specific security standards. An alternative process will be created for groups of children crossing land borders, and perhaps most crucially - necessary technological infrastructure will be implemented at all ports of entry in order to correctly process identity cards and to train U.S. personnel on the new technologies before passports are required.

    The U.S. Department of Homeland Security intends to push forward with other parts of the Western Hemisphere Travel Initiative and starting in January 2008 will ask U.S. citizens and citizens of Mexico and Canada to present the following documents when entering or departing the United States by land:

    U.S. and Canadian Citizens
    Ages 19 and older: a government-issued photo ID, such as a driver’s license, along with proof of citizenship, such as a birth certificate or naturalization certificate
    Children ages 18 and younger: proof of citizenship, such as a birth certificate.
    Passports and trusted traveler program cards - NEXUS, SENTRI and FAST - will continue to be accepted for cross-border travel.
    Mexican Citizens
    As under current entry requirements, Mexican nationals, regardless of age, must present a passport issued by the Government of Mexico and a visa, or a valid Form DSP-150, B-1/B-2 laser visa (Border Crossing Card).
    Trusted traveler program cards - NEXUS, SENTRI and FAST - will continue to be accepted for cross-border travel.

    It started out as a 12-room hunting lodge in 1925 and for over eight decades it has had a magical hold on Baja California and the millions who have visited or stayed there.

    On August 2, the landmark Rosarito Beach Hotel will officially become a 500 room and suite resort as it hosts the grand opening celebration for its spectacular oceanfront 17-story, 271-suite Pacifico Tower.

    The ribbon cutting will be at 5 p.m. Three by-invitation-only themed celebrations will start at 5:30. In the Pacifico Tower, plus a fourth in the hotel’s garden area for all guests. Reservations are now being accepted and early reservations are suggested.

    More than 1,000 people are expected. The Governor of Baja California, Jose Guadalupe Osuna Millan, will be among those on hand to participate in the celebration of this historic occasion.

    In 83 years the Rosartio Breach Hotel has guests including celebrities and royalty from around the world, so many in fact that it spawned the birth of the popular tourist town of Rosarito Beach which literally grew up around it.

    It inspired Hollywood stars to visit there, including Frank Sinatra, Marilyn Monroe, Orson Wells, Rita Hayworth and John Wayne, and royalty including Ali Kahn, the son of the Shah of Iran, along with several presidents of Mexico.

    The Pacifico Tower marks the first time that the option of ownership has ever been offered to the public, as fully furnished suites are offered for sale with the option of guests placing them in the hotel rental program.

    The Rosarito Beach Hotel is now in its third generation of family ownership, the principal owner is Hugo Torres, the mayor of Rosarito Beach, a position he holds for the second time.

    “This is more than just an expansion of the hotel, which we have had on numerous occasions in the past; it is an expansion of our hotel family,” says Laura Torres, daughter to Hugo and executive director of the Hotel.

    “Each new suite owner is not only a guest but so much more because they have purchased a part of our history. Everyone here at the Hotel is looking forward to this event that commemorates the beginning of a new chapter in the life of this Baja landmark.”

    With the addition of the stunning Pacifico to two existing towers, the hotel now offers many more amenities for its guests, including an infinity pool and rooftop restaurant plus a greatly expanded selection of accommodations and rate options.

    The new tower isn’t all that’s new. The hotel has undergone extensive renovations of its existing facilities, which will be most noticed in the grand lobby where murals have been restored to their original brilliance. A new state of the art conference center is scheduled to break ground in December.

    The Latin Community of the county of S. D., will have the opportunity to express their opinions from diverse topics of the San Diego – Tijuana region, on a new radio program "The Baja Connection" with Patrick Osio.

    The program will be broadcasted from Monday thru Friday on KOOL 1040 AM radio, from 6 to 7 in the evening.

    The Program hosted by the experienced journalist Patrick Osio will debut Monday July 7th.

    This is a grand opportunity to talk about positive things that happen on both sides of the border, says the producer of the program Hector Molina.

    The broadcast will be presented in English, will try to be the counterpart of those medias that focus on news that discredit the Baja region.

    We do not want to conceal the bad things that happen in Baja California and San Diego but we find that there is a space for extended talk of positive and important things going on in Baja, said the producer Molina a well respected figure on the communication media in San Diego.

    Among his multiple contributions are the presentation of a program of people´s opinion from 1982 to 1985 along with Jose Mireles and Sergio Pedrosa on KPBS public radio Station.

    More than 20 years after that excursion, he believes that the Latin community of the county of S.D. is more apt to participate on open forums. At present times the people have less fear to express and look to programs to discuss their problems.

    Osio, the host of the program, says he is very exited for the opportunity he will have to interact with the public that know his journalist work.

    Being on the radio, is a natural extension of my work that for years I have developed in written media and, I am so exited with this project because it is the first time I will be appearing as a host on a radio program, he says.

    The Journalist stated that his program will not be used as a curtain to defend the illegal immigrants that exist in San Diego, but he will focus on economic topics and infrastructure that is not covered in other programs.

    On the program I can speak about everything but I want to focus on topics that speaks of projects that can help the community he says.

    I want to point out that the program is directed to the second and third generations of Latinos, that lives here, and preferred to obtain information in English.

    The Experience of live music with a symphonic orchestra the drama represented with and Opera or to enjoy the Irish dances, was possible last Saturday thanks of the Opera en La Calle .

    The Colonia Libertad residents witnessed the experience on fifth street and Aquiles Serdan Street, not only music was offer but local sculpture artist presented their work. This Event started at 2 PM, with the kids theater being made by the Inteatrables group, presented the play "Not a regular Home" , " Everybody is me" and " I don´t want to be a Pirate".

    Meanwhile on the stage the artistic program continued, with a comic show, and other people did a walk tour of the displays on the event, they did wine tasting, sushi and even Ceviche Toast. The hot Sun rays did not affect, every single people who attended to this cultural event. enjoying "The Phantom of the Opera" or "Titanic" play with the Juvenal´s symphonic, plus "Green , Green" or "The Black guys" with the Symphonic Juvenal´s choir.

    And with the kids choir of the Opera in Tijuana "Tree Leaves" and "Saintly Women" and later with juvenal lyric assemble of Opera they sing a Popurri of fragments in Opera plus the sound of piano play by Jose Medina.

    Between 5:35 pm the dance company of Baja California offer some fragments of "Carmina Burana" then "Traviata III Acto de Verdi" and in the final stretch they presented the "Carmen" Opera. On This festival the artist who stole the show was the students of the Lazaro Cardenas Hi- School, which presented the Irish dance 38 dancers on the stage , and was the best ovation from the crowd.

    To finalize this banner night a fragment of "Elixir de Amor" from the Anheze Group , that narrates how an elixir can provoke love, and the village people desired to obtain to conquer a beautiful women.

    A new Otay crossing opening in 2015 2008-07-02 http://www.mybajaguide.com/eng/detail-news.php?news=89 In December 2001, San Diego City Council declared a state of economic emergency due to the sudden drop in northbound border crossings after the 9/11 terrorist attack. Baja Californians in droves stopped crossing to San Diego due to several hour delays caused by very thorough auto and pedestrian inspections. Adding stress to the delays was the fear factor of not knowing if terrorists would attack in San Diego.

    San Diego felt the economic pain, which punctuated the interdependence of the San Diego-Baja region. In time, fears subsided, and the cross-border flow of traffic was to some degree speeded, although delays measured in hours still persist and continue to be an economic impediment on both sides of the border.

    To celebrate a Tijuana will have activities for all tastes from a marathon that will be run for the fist time on the streets of Tijuana, to the traditional singing of the mañanitas, possibly by the voice of Mexican Artist Alejandro Fernandez, a Rave party on the zona rio channel, and to finish off a Mariachi walk to the Revolution Avenue.

    Just a few days ago on the Presidents room at City Hall the official program was presented for the festivities of the 119th anniversary of Tijuana.

    The festivities will be extend true the month of July ,there will also be tournaments of baseball, racquetball, Football, and competitions of motor cross, there will be fashion Shows, cycling Ride, a conference of Tijuana history, exhibition of gliders, and a photography exhibition in each city delegation.

    This will definitely "heat up" the competition as each chef will be an expert in preparing his or her own dish.

    The first place dish will be judged for creativity, preparation and timing, taste, and presentation, all combining to determine who will be the “Iron Chef” of Rosarito Beach. Those who love to cook will enjoy this exciting competition that will pit chef against chef in a "cook-off" against the clock or "Kamikaze Cooking" at its best.

    Baja 500 race Hotly Contested 2008-06-23 http://www.mybajaguide.com/eng/detail-news.php?news=84 Captain Lonnie Ryan

    B.J. Baldwin won the Baja 500 by the slimmest margin in the 40 year history of the SCORE Desert Series event. This truly classic battle may prove to be one of the most memorable in desert racing lore. The Baja 500 and 1000 have often been referred to as the best races staged that no one ever sees due to the wild nature of the race course’s meandering outback path.

    Baldwin drove solo for 441.15 miles in 9 hours, 10 minutes, 47 seconds and averaged 48.06 miles per hour and captured the overall 4 wheel victory by a mere seven seconds over second place. Mark Post and Rob MacCachren, the reigning SCORE Trophy Truck champions, finished first in the elapsed time race but the adjusted time revealed their second place overall finish. Baldwin started 60 seconds behind Post/MacCachren, but came to the finish line just 53 seconds after MacCachren had crossed it.

    The race featured 289 starters, competing in 27 Pro and 6 Sportsman classes for cars, trucks, motorcycles and ATVs. There were a total of 195 finishers, the third most in the event's 40 year history.

    "This win is massive. It is very important to me," said Baldwin, "I have a handful of trophies, but what I don't have is that Montezuma thing, the first overall in a SCORE Baja race. That’s what I always wanted."

    Brian Collins finished third overall with teammate Chuck Hovey. They crossed the line 15 minutes behind Baldwin. The Collins teams were competing for their 3rd straight Baja 500 win after winning the Baja 250 at San Felipe earlier this year.

    Earning a third consecutive overall motorcycle victory was the team of Robby Bell and Kendall Norman. Riding the fastest ATV in the race was the team led by Wayne Matlock, Marc Spaeth and Wes Miller.

    This year’s Baja 500 was unique as the finish and start were at the same place located in front of the Riviera del Pacifico Museum. This enabled the Mexican Navy and Army security forces to be localized and concentrated in one area. Previous races have finished at the soccer stadium. This proved to be a big success and all the SCORE folks the Baja News interviewed related they liked the change. Odds are good that SCORE will hopefully do the same thing for the Baja 1000, a big loop back to Ensenada that will keep all the people here, good for the local economy!

Just a few miles south in Tijuana it is selling at 2.54 dollars per gallon, even les if you pay in pesos.

    A large number of people it seems are taking advantage of the opportunity.

    I was buying only in the United States, but when the price of gasoline went up with a force I started to buy in Mexico Patrick Garcia a professor of theater, on a elementary school in San Diego who lives in Tijuana. From then on I started to buy my gasoline in Tijuana.

    The lower price means, that Americans may save at lest 54 dollars to fill up there gas tank of 98 liters ( 26 gallons ) in Mexico. The difference of diesel is even more, just in San Diego it cost 5.04dlls the gallon and in Tijuana just 2.20dlls.

    Paul Covarrubias who lives in Chula Vista and work in construction in San Diego crosses the border each week just to fill up his gas tank of diesel for his van.

    I fill with diesel in Tijuana for just 60dlls, describes Covarrubias of 26 years, It will be almost double the price in San Diego.

    Gasoline is more cheaper in Mexico because of a subsidy applied by the government with the intention to contend the pressures of inflation.

    Nevertheless the international trips, to acquire gasoline is not to everyone's taste. The return to the United States from the border of Tijuana lines take to two hours and vehicles may use almost a gallon of gas for each hour of slow advance.
